And in March he seems to have gone unhindered to Indonesia for an islamic summit............

When I started reading it I thought the referendum is about Darfur wanting to form an own country but it's just about forming a region. 

Okay, al-Bashir wants the UN and all aid agencies to leave the country. He's still accused of genocide, crimes against humanity and war crimes by the ICC, isn't he?
So of course he doesn't want to be watched in his own country...
