President Obama Appoints Ambassador Donald Booth as Special Envoy to the Sudans

Today, President Obama announced the appointment of Ambassador Donald Booth as the new U.S. special envoy to Sudan and South Sudan.

The appointment of Ambassador Booth comes at a cirtical time for the United States to bolster its efforts support peace within Sudan and between Sudan South Sudan. Enough Project Co-Founder John Prendergast states,

“The challenges facing Ambassador Booth are enormous. U.S. policy as presently articulated is inadequate to those challenges. Without policy change, Booth has little chance of fulfilling the objective of the position. The U.S. must work aggressively to develop a new approach to war-torn Sudan, in particular helping to create an African-led peace process that addresses all of Sudan’s conflicts, rather than dealing with them one by one, as the present, failed model does. He should also work to focus U.S. policy on democratic transformations in both Sudan and South Sudan. The entrenched dictatorship in Khartoum and the lack of democratic institutions in Juba are fundamental drivers for present and future conflict. The U.S. can play a pivotal role in both countries if it prioritizes the building of leverage in support of comprehensive peace in the region.”

In the White House press statement, President Obama stated that Ambassador Booth will lead the way to "spearhead U.S. efforts to press the parties to implement last year’s September 27 agreements and resolve their outstanding issues, including with respect to borders, the final status of Abyei, and ensuring the uninterrupted flow of oil."

Secretary of State John Kerry adds, "The President's appointment today of Ambassador Booth as our Special Envoy underscores the United States' enduring commitment to the people of Sudan and South Sudan, and to the cause of peace between and within their two countries."

The White House
Office of the Press Secretary

For Immediate Release

August 28, 2013
Statement by the President Announcing the Appointment of Ambassador Donald Booth as U.S. Special Envoy for Sudan and South Sudan
Today I am pleased to announce the appointment of Ambassador Donald Booth as the new U.S. Special Envoy for Sudan and South Sudan.  Ambassador Booth is one of America’s most experienced diplomats, with broad experience helping promote peace and prevent conflict across Africa, including most recently as our Ambassador to Ethiopia.  With his considerable diplomatic talents, deep knowledge of the continent, and unwavering determination, I am confident that Ambassador Booth will advance U.S. interests in pursuing a durable and lasting peace between and within Sudan and South Sudan.

As my envoy, Ambassador Booth will spearhead U.S. efforts to press the parties to implement last year’s September 27 agreements and resolve their outstanding issues, including with respect to borders, the final status of Abyei, and ensuring the uninterrupted flow of oil.  He will also lead our efforts to bring the conflicts in Blue Nile, Southern Kordofan, and Darfur to a peaceful end, and to promote inclusive governance and full respect for human rights in both states.

Much work remains, but we know that when the governments of Sudan and South Sudan show political courage and put the interests of their people first, peace and progress are possible.

Ambassador Donald Booth Named U.S. Special Envoy to Sudan and South Sudan
Press Statement
John Kerry
Secretary of State
Washington, DC

August 28, 2013
President Obama, myself, and his entire national security team invested significant energy into thinking through the right person to serve as the President's new Special Envoy for Sudan and South Sudan, because we know how critical America's commitment will be in helping create the conditions for lasting peace and security in Sudan and South Sudan.

The appointment of Ambassador Don Booth, a seasoned Foreign Service Officer, represents an important addition to our diplomatic team, bringing nearly three decades of experience working on some of Africa’s most pressing challenges, most recently as our Ambassador in Addis Ababa, Ethiopia. Don knows what a pivotal moment this is for the region, and he is determined to help ensure it's a moment to move forward instead of slipping backwards back into the cycle of violence, conflict, and mistrust.
While the ultimate choices reside with these two nations, the United States will do everything we can to support those working for peace and we will speak with candor about those whose actions undermine those hopes.
This cause is personal to me, and I know it is deeply personal to President Obama and my colleague Susan Rice. I've seen firsthand how invested the President and his Administration have been in the work to help move the region forwards. When I was a Senator, I had the privilege of supporting the diplomatic effort that led to South Sudan's independence, and on the ground leading up to the historic referendum I witnessed the long lines of people voting for a better way of life.

None of those brave people voted to create a failed state or to return to the violence that has plagued their home for too long. If both states put their people first by governing inclusively and democratically, protecting human rights, and creating economic opportunity, they can make progress on realizing the future their people deserve. This is a decisive period.

Khartoum and Juba can choose the path of peace and prosperity, or they can go backwards.

The President's appointment today of Ambassador Booth as our Special Envoy underscores the United States' enduring commitment to the people of Sudan and South Sudan, and to the cause of peace between and within their two countries.

Unfortunately, this piece doesn't really give much information on Ambassador Booth and what his background is. The mention of keeping oil flowing bothers me -- at what price?

Secretary of State John Kerry adds, "The President's appointment today of Ambassador Booth as our Special Envoy underscores the United States' enduring commitment to the people of Sudan and South Sudan, and to the cause of peace between and within their two countries."
A warmonger talking about peace...Kerry doesn't know the meaning of the word.

Well that's a new one! LMAO everyone is usually complaining about him being "a pacifist do gooder", who testified against and blasted the military brass before Congress, after the Viet Nam War ended. Now he's a warmonger? What's that all about?

Just to give you a little background, Lighter....I was raised conservative repub, but after questioning all that I was taught including political beliefs, I decided to go with John Kerry in the presidential election. I put a bumpersticker on my car (which I never did before) and a sign in my yard. I suffered a LOT of grief in my small town for doing that. I had a tea party nut living across the street who berated me using the f-bomb and when she had a garage sale, told people to park on my lawn and tear it up as they left.

So...I found out later that John Kerry, who voted for Iraq, had invested in defense contractors. I was mortified at first, and then I was pissed off.

He has been pushing for the U.S. to go into war into Syria, but the more I hear him speak, the more concerned I am that we are being fed a line like the "weapons of mass destruction" Bush/Cheney/Rumsfeld/Wolfowitz used to get us in Iraq.

Just like they did in Iraq, they want to push us into attacking without waiting proof from the U.N. This is exactly what they did with Iraq. Hans Blix had stated that he did not believe there were WMD in Iraq, but he was ignored.

I have a grave concern that it is Israel that wants us to attack Syria, so they are manufacturing a story to get the American people to get behind it.

Here's a little piece on spinelessness of Kerry:

Many sectors will benefit from the attact that´s the fact. Like defence constractors, but also military weapon manufacturers, and they have oil. Some particular stocks will go up (again), like they did when Iraq was attacted.

To each his own mosaic...I don't see spinelessness in John Kerry.  I think he's been much maligned since his presidential run and he certainly is NO "warmonger" by any stretch of the imagination, in my opinion, which I'm entitled to.

You may in fact be disappointed in some of his positions but I think the public knows enough to be misled about what really is going on behind those closed door meetings of high clearance intelligence information that we will never be privy to.  Anyone can be lied to and misled into voting wrong about anything, including something like the Iraq War.  If you recall, Hillary Clinton voted for it too and she's most certainly NOT a warmonger either.

And Hans Blix was ignored by the entire Bush Administration AND the entire Congress...not just by John Kerry!  If you want to blame someone for the Iraq War, try placing the blame with the person who deliberately lied even to then President Bush, who also then benefited/profited personally the most and that would be Mr. Dick Cheney.

I guess we'll have to agree to disagree, Lighter. If you do a web search on Hillary Clinton, you'll find a video of her smiling as she agreed to send us to Iraq, saying there was no doubt there were WMD's. She has often threatened war with Iran.

So, yeah, we're not going to agree with our viewpoints on this, but thanks for being civil about it.

Yes, Carla, people who profit off of war bother me a great deal, especially when they're spouting the word "peace".

Politics is one of those subjects that has as many points of view as their are people on the planet.  When you're a political junky like me and love debate, you understand that everyone has valid points to make and it's through debate that we grow and get different perspectives to complete the picture.  But healthy debate can't happen if people can't "keep cool heads"....so to speak.

So yes, we will agree to disagree and end our conversation here because I don't like people beating up my girl Hillary! LOL

Just wanted to add that I think Hillary's stance on Iran has a great deal more to do with defending Israel, as opposed to wanting to make war with Iran for the oil like the Bush Administration thought about doing.

I agree with most of what you have said. Seeing as I posted the article I guess I will give a little of my perspective on the matter. I'am a life long Republican who just pushed very hard to try and get Pres. Obama reelected. Believe it or not it was something George had said that got me searching the web. Checking on the candidates and what they voted on and stood for. Because I was very upset that I believed Bush and voted for him. The man that made the most money from the war was mainly Cheney and then Bush. I have offspring that were in Iraq as many Americans. So when you are lied to under those circumstances you wake up. Not only the lives that we lost but the lives that the Iraqi lost are on their conscience and Bush has said he has no problem sleeping at night. Kerry was lied to the same as most of the ones that voted to okay the war.

John Kerry is for the people in Darfur, Sudan, he went there on one of the trips with George. As far as the Oil, yes they need to keep it flowing and the money get down to the people that it belongs to. Right now al-Bashir uses the oil as a tool, he stops it's flow and start's it at a drop of a hat. However, the reason that we have have been trying to get China more involved with helping in that area is because they have the contracts for the oil. The USA has nothing to do with receiving their oil.

The new ambassador has 30 years experience and many of them relating to Africa, he's a specialist in that area. This is what is needed someone who understands the complex political system that they have in place.

I don't want anyone to take offence at my comments, much are facts. But in my opinion I don't believe that Sec. John Kerry or Hilary Clinton are Warmongers. I don't know if this appointment by the president is going to be helpful or not but it's a start and I will keep praying it's fruitful.

I'm sorry Carla I don't know what you are saying, how does this relate to the Special Envoy to Darfur? What I know about stocks you can put into a thimble. I do know in the past war always helped the economy. Today things are different, you are not putting enormous amount of people to work in factories to build ships etc. Also many things are being manufactured outside the US.As far as politics I was under the impression they had a huge impact on the stockmarket???

As far as Syria is concerned I know what the headlines say but I don't delve into the in's and out's like I do Darfur there are only so many hours in the day ;~D I haven't read anything about a war only a preempted strike.

Anyway I must be missing something in your post because I don't find correlation between the two as far as this report is concerned, sorry.

She's pointing out the companies who benefit from wars...and Halliburton and Blackwater should both be at the top of everyone's list. It was Dick Cheney becoming involved with Halliburton on their board and the profits he made from it, that got us into the Iraq War. No one will admit that on the record but it's the truth. He should have been tried as a War Criminal but President Obama didn't have the stomach for it and that's something that has always bothered me.

If you're rich enough and powerful enough, you can get away with anything...including killing thousand of men, women and children for profit!

Exactly it´s not all about weapons, missiles, predator drones, war, or genocide. If the country has something valuable there are other intrests in play and everything is linked together. Whether it is oil or coffee or gold or diamonds or gas or whatever.

Most of the companies I listed actually live if there are catastrophes. They make a living out of them.

I agree to what you are saying especially about Cheney and Bush. It is a constant trend on twitter calling for them to be prosecuted for war crimes. I just was confused about how that related to this article, and the oil. We don't get oil from Darfur the Chinese do. That was my problem, thanks for your explanation..

Lighterside has a good point. Yes I have read about it.

And Mazy is right. State-owned China National Petroleum (CNPC) is the largest investor in Sudan. But it´s about 40%. There are other oil companies too. Besides CNPC buyes and uses the equipment and technology from these other oil companies. (not listing those here now to bore you Smile )

I don't bore easy when it comes to good information always willing to learn. I don't want to be saying that we don't get any oil from Darfur if we do. I know that we get oil from other places in Africa.

Entering the fray here a bit late, but vis-a-vis China, things are sort of worse than that.

China gave al Bashir the guns and tanks etc in exchange for the oil, as well as mineral rights. They don't seem to be too concerned about how those weapons are used......and I believe this form of 'foreign policy' is being used all over the world.......

Moral compasses are not on their radar....

Thanks yes I understand what Carla is saying now and it's sad but true. I was serious when I said that about the US getting oil from Darfur just checking to make sure my facts are straight, because I do a lot of ranting on twitter. I don't want to be defending us if by chance we are also getting oil. I do aim my tweets at certain people and politicians and try to be honest. Thanks again for all the explanation from all of you and I do feel that a day is lost if we haven't learned something new. ;~)

One of the reasons that it was felt that China should be more involved with helping in Darfur.

Sadly I have heard many opinions on the state of things there after China gets more control. Darfur might be in worse condition. This whole oil and gold situation< I think is one of the reason Our Hero came up with the idea for coffee farming. He made a couple little comments about the lack of the money trickling down to the people that it really belonged to.

Carla I'm getting out of my realm of understanding on this however, is there a list of companies that should be avoided. Not just as far as stocks go; I don't invest; but in general that are profiting off the horrors in Darfur and the surrounding areas? Or even if you can tell me where to go to find out. I think that is very important to know. Thanks for any info you have to offerl
